Palm Beach County code enforcement chief promoted

Ramsay Bulkeley, Palm Beach County’s Code Enforcement director for the past three years, has been promoted to Deputy Director of the Planning, Zoning and Building Department.

The PZB Executive Director, Patrick W. Rutter, advised county staff of the promotion on Thursday. Rutter said that Bulkely was in private law practice before joining the county.

The new executive director of Palm Beach County’s Planning, Zoning and Building Division is Patrick Rutter, the department’s deputy planning director.

He replaces Rebecca Caldwell, who’s retiring May 31 after more than 28½ years with the county, the last four as executive director.

“Patrick has played a pivotal role in a number of planning-related initiatives,” County Administrator Verdenia Baker told county commissioners in a May 13 memo to commissioners and at Tuesday’s commission meeting.

According to Rutter’s resume, the Jupiter resident started his career in Broward County and has worked for the county in its planning division since February 2003.

County payroll records show Caldwell earns $165,364 and Rutter $128,100.
